Can a Flat Roof Be Used as a Balcony or Terrace?

Turning the roof of an extension into somewhere to sit is a popular idea, but a roof built to keep rain out is not automatically built to carry people. Here is what has to change first.

The short answer

Sometimes, but not as it stands. A flat roof laid as a weather covering is designed for occasional maintenance foot traffic, not for chairs, planters and a gathering of people. Making it a balcony or terrace usually means a stronger deck, a waterproof system rated for traffic, a guarded edge and a drained, level surface. It normally also means asking your council's planning team and your building control body before any work starts, because a usable platform changes how the house overlooks its neighbours.

Why a normal flat roof cannot simply be walked on

Most extension roofs are built to keep water out and to be reached now and then for a gutter clear or an inspection. The joists, the deck and the covering are sized for the weight of the roof itself plus snow and the odd visit. A terrace is a different animal. It has to carry furniture, plant pots, wet soil and several adults at once, and it has to do so for years without the deck flexing under the membrane.

Flexing is what finishes a covering. Every dip in the deck becomes a place where water sits, and every movement at a joint works a seam loose. For that reason the question is never only whether the surface can be walked on. It is whether the structure beneath can take the load, and an engineer or your building control body is the right person to confirm that, not a roofer guessing from the loft.

What the roof itself needs

The waterproofing has to be chosen for traffic. A thin bonded rubber sheet or a lightly chipped felt will wear through under shoes. Reinforced fibreglass laminate (GRP, a hard shell of resin and glass matting) is the usual choice for a walked-on surface because it forms a rigid, jointless skin that takes foot traffic well. Paving slabs or timber decking can instead sit on adjustable pedestals over a membrane, which spreads the load and keeps the waterproof layer clear of standing water.

Drainage matters more, not less. A terrace needs a proper fall and outlets that cannot be blocked by a planter, and the threshold where the door opens onto it must sit high enough above the finished surface that water cannot run back inside. That upstand, the raised lip where the covering turns up the wall, is a detail we check closely on any roof that people will step out onto. Edges, guarding and access

Anywhere a person can stand with a drop beside them needs a guard. A low parapet or an upstand is not a substitute for a proper balustrade, and the height and strength of a guard are matters your building control body will want to see. A door, rather than a window, also becomes the way out, which changes the opening in the wall below and sometimes the steelwork above it.

Ordinary roof edge details can get in the way. Trims and gutters that are fine on a roof nobody stands on may need re-planning so a guard can be fixed through a sound structure rather than into a thin fascia board. If the roof sits over a habitable room, the insulation and its position relative to the deck also need thought, since a warm roof build-up is thicker than the old one and that thickness raises the finished level.

Planning and building control

A balcony or terrace gives a new vantage point over neighbouring gardens and windows, which is exactly the point your council's planning team will look at. We cannot tell you whether a particular house needs consent, because it depends on the property, its neighbours and any conservation area or listing. Ask the planning team before you commission anything, and ask your building control body about the structure and the guarding. It is worth getting this settled first. A terrace built without the right consent can hold up a house sale later, and pulling out a finished surface to prove what is underneath is slow and expensive.

Can I put decking straight onto my existing flat roof?

We would advise against it. Boards screwed through the membrane create holes that let water into the deck, and boards laid loose trap moisture and debris against the covering where you cannot inspect it. A raised deck on pedestals or a purpose-made walkable surface keeps the waterproof layer clear and still allows a drainage path to the outlets.

Does a flat roof terrace need a different type of waterproofing?

Usually yes. The covering must resist wear from shoes and furniture feet, so a rigid reinforced laminate or a specially protected membrane is common.
